This often leads to changes during layout that create a waste of time and money, adding to frustration." The group hopes to create a document that constitutes a kind of contract between the appli- cant and subcontractor by forcing one party to correctly define its needs and the other to ensure it has taken this requirement into account. Long-term, the IPC Designers Council has a "dream that the industry will build boards that not only provide the expected performance, reliability, and price, but that can be manufac- tured, assembled, and tested as easily as possi- ble," Thomas says. "It's very well summed up by our motto: Let's dare to create an exemplary electronics sector." About the French Design Community "Like everywhere else in the world, design is often confused with layout, so it's difficult to assess where it's actually done," says Thomas, who has been offering consulting, expertise, training, and CID and CID+ certifications at IFTEC for the past 15 years. "In large companies, technologists and experts often impose median design rules for all their products, but this is much less obvious in small- and medium-sized companies." However, in France, there are service providers who are aware of design, he says, and who can offer design services prior to layout, "but it is not always easy for them to value it in the face of competitors who do not." France has a strong design community that supports aerospace and defense, but also sup- ports most other electronics industry outside of IT and phones, which Thomas says have been totally relocated to Asia.
